Can I assume that "qualified medical expenses" are the same for an HSA and a FSA?
Generally, yes, it is safe to assume that they are interchangeable lists. But we have run across a little quirk in the term "eligible expenses":
All HSA literature seems to point to IRS Publication 502 as the authority for what can be considered an eligible expense. The treasury website refers to this document with reference to HSAs on this helpful web page.
The problem is that IRS Publication 502 specifically says that over-the-counter drugs are not covered. But then there is this IRS ruling, which overrides/contradicts IRS 502 in the area of over-the-counter drugs.
